I dont understand why we "better upgrade in the next 2-3 weeks"? Are prices going up? Different memberships dissapear? Episode 3 is getting released?

From Ians original postwill most likely make it such that we will have all funding in place for pCARs and thus will most likely close off investment for members in the very near future.

Well, switching from independent development to being tied to an investor is not always the best step for a game. See id software and zenimax. I doubt that the rage benefited from this. We got a quite generic (though good looking) shooter, not the masterpiece we got used too from id software. I enjoyed it, but it was just another game for me - not like quake 3 arena, which I play to this day from time to time.
I hope for the best, good funding is always positive for a game. But if these funds are coming from a heavyweight 3rd party then this 3rd party can also have quite some influence on the game design because that's where the money comes from...

Just means that the project will have its full funding, so no more investment will be needed, so get you investment in before this other "client/publisher/corporation/developer/Investor" tops it up.
