Can they? I only have basic knowledge here, but I was under the impression it was because that area of the screen was masked off from the motion blur, so everything in that area is effected, foreground or background alike.
But it would be awesome if there are changes that could prevent it.

I really don´t know. But with a DOF in z-depth maybe the same is possible with motion blur.
